What is your main purpose?

Start with the activity, not the nickname

The official Indonesian visa directory contains many categories because different activities carry different legal consequences. Start by writing down what you plan to do in Indonesia, then choose the category that covers that activity and duration.

Your main activityStart your check hereWhat it does not settle
Holiday, family visit or transitElectronic visa on arrival (B1 e-VOA) or visa on arrival (VoA), if your passport is eligibleEmployment, local services or Indonesian compensation
A longer personal stay and site scoutingPersonal-visit visa (C1)Operating a business or taking a local job
Meetings, negotiations and contract discussionsC2 for one entry, D2 for repeated tripsEmployment, direct sales or continuous operational supervision
Employment in IndonesiaThe work category matching the actual role, which may be E23, E25 or another current code, plus the Manpower processPermission to work outside the approved role, employer or location
Investing and acting within a qualifying company roleInvestor visa (E28A), if its current conditions are metA blanket right to perform every daily operational task

This table is an orientation tool. The exact category must be checked on the official eVisa portal before payment.

Five systems that are often confused

Entry permission. A visa or visa exemption determines whether and why a person may enter Indonesia.

Stay permission. A visit stay permit (ITK), temporary stay permit (ITAS) or permanent stay permit (ITAP) determines the person's immigration status after entry. KITAS is an older common name for the temporary stay permit. It is not, by itself, a universal work permit.

Employment authorization. Where a foreign national is employed in Indonesia, the employer normally follows a separate Ministry of Manpower process, including approval of the plan for using a foreign worker (RPTKA) when it applies.

Company and investment status. Owning shares, sitting on a board and carrying out day-to-day operational work are not automatically the same activity.

Property and operating rights. No visa determines who owns land, whether a lease is enforceable, whether a building is licensed or whether accommodation may be sold nightly.

A visa can make a stay lawful. It cannot repair a weak land structure, legalize an unlicensed villa or turn an investment title into every form of employment.

Short visits: B1, C1, C2 and D2

The current B1 page describes a single-entry visit of up to 30 days, extendable once to a total of 60 days, for eligible travellers. It covers tourism, family visits, transit and attendance at meetings, incentives, conventions and exhibitions. It is not an employment route.

The C1 page starts at 60 days and says extensions may take the total to 180 days. The current coded page also lists limited pre-commercial activities, including discussion, negotiation, signing agreements and inspecting a potential investment site. The eVisa FAQ associated with this route is narrower and does not list those business interactions. If business is the main purpose, C2 is the clearer category and the live portal should be checked before relying on C1. Neither page authorizes paid work or selling services in Indonesia.

For an explicitly business-led visit, C2 is single-entry and D2 is multiple-entry. A D2 valid for one, two or five years does not grant a continuous stay for that whole period. The current page states a maximum of 60 days on each arrival, subject to its extension rules.

A personal stay beyond 180 days: E33 Second Home

The official E33 Second Home page, checked again on 14 July 2026, currently describes a stay of up to five years. It provides two alternative Immigration Guarantee routes:

  • Keep at least USD 130,000 in an account in the applicant's own name at a state-owned Indonesian bank.
  • Commit to buy a rumah susun or apartment located in Indonesia worth at least USD 1,000,000.

The property option does not refer to a home owned in the applicant's country of residence. The published process starts with a commitment to buy. Proof of ownership must then be reported to the Immigration Office that issued the temporary stay permit (ITAS) within 90 days after entry. The guarantee value must be maintained while the stay permit remains valid.

The public page does not confirm that a detached villa qualifies. It also does not define the accepted property title, valuation evidence or treatment of an apartment already owned before the application. The E33 visa does not itself override Indonesian property ownership rules. Confirm those points in the live eVisa portal before paying, reserving or signing.

The E33 page says eligible family may accompany the principal subject to the immigration rules. This is not one application covering the whole household. The live portal displays a separate Family Dependant for Secondhome Visa process, so the principal route and every accompanying person's status must be matched separately.

Working in Indonesia

Immigration and employment law form two connected layers. The coded E23 page currently contains no detailed public data. A separate official employment FAQ lists stays of up to 180 days, one year or two years, but does not display a visa code and must not be mapped automatically to E23. The exact work category may be E23, E25 or another current code. The Manpower framework separately governs the employer's use of foreign workers.

Investor status

The current E28A page permits investment, business establishment and specified director or commissioner activities in the company in which the person invested. It currently asks for evidence of at least IDR 10 billion in shares in the sponsoring company. If the holding is below that amount and the person holds a director or commissioner position, the page directs the applicant to the work visa corresponding to the role.

That threshold is an immigration condition. It should not be repackaged as a universal Manpower exemption or permission to perform any task in a villa. Read Investor visa E28A: ownership is not every job.

Remote work

The E33G page currently provides a one-year temporary stay for tasks assigned by a company established outside Indonesia. It asks for a foreign employment agreement and proof of at least USD 60,000 in annual salary or income. The official FAQ excludes Indonesian compensation.

It does not say that every freelancer, consultant or person with foreign clients qualifies. It also says nothing about tax residence. Read Remote worker visa E33G: the published criteria.

What an agent can and cannot change

An agent may help prepare a file, operate a sponsor account where one is required and manage follow-up. An agent cannot expand the activities permitted by the chosen category. For B1, the government provides a direct application route. Always check the domain, application record, fee and visa code against the official portal before paying a third party.

Our source hierarchy

We use the current coded visa page first, the official eVisa FAQ second and the controlling regulation for employment questions. When official pages conflict, we publish the conflict and use the narrower interpretation until it is clarified. The date changes only after the linked sources have been checked again.

What this changes for a property project

If your immigration question is connected to buying land, building a villa or operating accommodation, treat it as one workstream inside a wider project review. Visa status does not settle tenure, zoning, company licensing, tax or the right to sell short stays.

Scope: This is general information, not legal, immigration, tax or employment advice. Check the official page for your passport and activity before paying or travelling.

Preparing a property project as well?

We do not sell visas. If your move also involves land, a villa or an operating asset, send the location, budget, intended use and timing. That lets us decide whether a first project conversation is useful.
